Job Overview

TotalEnergies is seeking a highly organized and analytical professional to fill the position of Transport Officer – Administration. The Transport Officer – Administration will coordinate the movement of a large transport fleet comprising over four hundred drivers and trucks involved in petroleum product transportation. The primary objective of the role is to ensure that all trips are executed in full compliance with approved Journey Management Plans while maintaining the highest standards of safety, efficiency, cost control, and regulatory compliance.

The role requires close coordination with internal teams, transporters, drivers, and regional supply points to ensure uninterrupted product movement from regional plants into Uganda. The successful candidate will play a critical role in transport planning, monitoring, reconciliation, reporting, and administration.

Key Duties and Responsibilities

Transport Coordination and Fleet Operations

  • Coordinate the movement of primary and secondary trucks transporting products across regional and local routes.
  • Follow up on volumes made available at Tanzania and Kenya supply plants in close liaison with the Supplies section.
  • Track uplift of approved product volumes from Tanzania and Kenya plants into Uganda local plants through daily coordination with Supplies, OBC Controllers, and Stock Officers.
  • Ensure that standard uplift volumes are accurately recorded and reconciled across all supply routes.

Journey Management and Safety Monitoring

  • Ensure OBC Controllers conduct live daily camera monitoring for both primary and secondary trucks.
  • Monitor in-cabin, front-facing, and fatigue detection cameras and ensure immediate reporting of violations.
  • Ensure activation of beacon lights in trucks whenever violations or safety concerns are identified.
  • Confirm that all transporters and drivers complete Safe-to-Dispatch checks before each compliant trip.
  • Prepare, review, and update Journey Management Plans for all approved transport routes.
  • Enforce Journey Management Plan procedures for every trip exceeding the approved distance threshold.

Health, Safety, Environment, and Quality Compliance

  • Ensure all Health, Safety, Environment, and Quality events are recorded accurately.
  • Support investigation of all HSEQ incidents and ensure proper reporting and closure.
  • Ensure road risk analyses are conducted for all routes.
  • Implement mitigation measures and share findings with drivers and transporters.
  • Continuously update risk assessments as road conditions and operating environments change.

Transport Cost Management and Reconciliation

  • Receive secondary trip data and prepare transport cost provisions using distance covered, transported volume, and contracted rates.
  • Maintain accurate transport cost tracking records using Excel and internal systems.
  • Follow up with secondary transporters to ensure timely submission of transportation invoices.
  • Ensure all invoices are submitted within agreed timelines for monthly processing.
  • Process invoices and verify integrity, accuracy, and completeness of submitted data.

Stock Control and Loss Management

  • Reconcile standard volumes uplifted from regional plants against volumes received at Uganda local plants.
  • Provide accurate reporting on actual stock in transit.
  • Verify delivery notes against provisions recorded in the SAP system.
  • Ensure recovery of all debitable transit losses or gains above tolerance levels from transporters.
  • Ensure delivery losses are investigated and closed within the required reporting period.

Reporting and Administration

  • Prepare accurate operational and administrative transport reports.
  • Support monthly, quarterly, and annual reporting requirements.
  • Maintain proper documentation and audit-ready records for all transport activities.
  • Work closely with internal stakeholders to support operational efficiency and compliance.

Qualifications, Skills, and Experience

  • Bachelor’s Degree in Accounting or a related field.
  • Demonstrated post-qualification experience in transport and route management.
  • Strong understanding of transport operations and logistics coordination.
  • Good knowledge of basic accounting principles, including budgeting and cost analysis.
  • Strong analytical and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to work independently with a high level of autonomy.
  • Proven ability to work effectively under pressure and manage competing priorities.
  • Valid driving permit with a clean driving record.
  • Knowledge of SAP systems is an added advantage.
