East African Crude Oil Pipeline (EACOP) is seeking a Tax Specialist to manage and control the company’s tax liability and exposure while ensuring compliance with national laws and fiscal frameworks. The successful candidate will provide internal tax advisory services on routine and operational matters to reduce costs, manage risks, and support overall business efficiency.


Key Responsibilities

Tax Compliance & Reporting – Uganda

  • Ensure compliance with Ugandan fiscal regimes in line with the Host Government Agreement (HGA) and applicable tax laws.

  • Manage tax incentive procedures (VAT, Customs, WHT), including:

    • Submitting deemed VAT applications to the Uganda Revenue Authority (URA).

    • Drafting confirmation letters for Level 1 contractors eligible for tax incentives under the EACOP Project.

  • Prepare and file monthly VAT and WHT returns, ensuring timely settlement of obligations and reconciliation with the Workday General Ledger.

  • Assist with the preparation and submission of annual income tax returns.

  • Support HR in managing PAYE, Local Service Tax, and NSSF compliance.

  • Collaborate with Contracts & Procurement (C&P) and Logistics to ensure customs and import/export compliance.

  • Review internal company procedures for potential tax implications.

  • Advise C&P Contract Engineers and Buyers on tax clauses in procurement contracts.

  • Create and distribute tax guidance and updates to departments including Finance, HR, and C&P.

  • Support any additional compliance tasks as required.

Tax Planning & Advisory

  • Review transactions for tax implications and ensure alignment with strategic tax planning.

  • Support the Tax Manager in identifying opportunities to optimize the company’s tax position within legal frameworks.

Tax Audit & Litigation

  • Assist the Tax Manager in preparing for and managing tax audits.

  • Maintain accurate tax records for audit readiness.

  • Analyze URA queries, prepare defense strategies, and support resolution of disputes.


Qualifications & Experience

  • Bachelor’s degree in Accounting, Finance, Economics, Law, or related field.

  • Professional certification such as CPA, ACCA, or equivalent (with a focus on taxation) is highly desirable.

  • Minimum 5 years of experience in tax consulting, administration, or compliance within a multinational or fast-paced commercial environment.

  • In-depth understanding of Ugandan tax regulations and international tax principles.

  • Proven ability to interpret complex tax issues and communicate effectively with internal stakeholders.

  • High ethical standards and integrity in handling sensitive financial data.

  • Strong analytical, problem-solving, and interpersonal skills.

  • Proficient in digital tools with the ability to quickly adapt to ERP systems (e.g., Workday).

  • Excellent organizational and time-management skills; ability to handle multiple priorities in a fast-paced environment.

  • Collaborative mindset and ability to work in diverse, cross-functional, and international teams.
