Job Overview
UNICEF Eastern and Southern Africa Regional Office (ESARO) is seeking a highly qualified Evaluation Team Leader to lead the evaluation of UNICEF’s response to the Level 2 Ebola Outbreak in Uganda. The evaluation aims to enhance accountability to affected populations, donors, and partners while strengthening future preparedness and resilience within the humanitarian-development-peace nexus.
Key Objectives of the Evaluation
- Determine how prior recommendations influenced the current preparedness and response plans.
- Assess UNICEF’s contribution to national response efforts and its alignment with the Core Commitments for Children (CCCs).
- Evaluate preparedness and accountability efforts to inform resilience-building strategies.
- Formulate actionable recommendations to guide future transition planning, coordination, and public health emergency (PHE) responses by UNICEF, UN agencies, and national partners.
Primary Audience
This evaluation primarily targets UNICEF staff and management, particularly regional advisors and response leaders. The findings will also be shared with national counterparts and other stakeholders as outlined in Annex 1 of the Terms of Reference.

Additional Notes
- All data collected will be archived securely, preserving participant anonymity and allowing future use.
- Progress monitoring and additional deliverables not listed in the ToR may be required periodically.
- Final deliverables must be professionally edited, well-formatted, and visually engaging—incorporating infographics and clear layouts for various audiences.
Qualifications, Skills, and Experience
<strongMinimum Requirements:
- Advanced university degree in social policy, economics, anthropology, demography, public health, or another relevant field.
- At least 10 years of experience evaluating humanitarian interventions, preferably at a P5 level.
- Track record in leading complex, multi-disciplinary evaluations—especially in rapid-onset emergencies.
- Proficiency in both qualitative and quantitative research methodologies, including participatory techniques and Accountability to Affected Populations (AAP).
- Strong capacity for desk review methodologies and analytical synthesis.
- Familiarity with UNICEF emergency protocols and Core Commitments to Children (CCCs) is an asset.
- Deep knowledge of child rights, gender equality, disability inclusion, and equity in evaluation practices.
- Exceptional writing, communication, and analytical skills in English.
Highly Desirable:
- Experience with data visualization and infographics for communicating complex findings.
- Ethical and innovative use of Artificial Intelligence in data analysis.
- Prior work in Uganda or the Eastern and Southern Africa Region within humanitarian settings.
- In-depth understanding of Ebola preparedness and response frameworks in the region.
- Past evaluations rated as “highly satisfactory” by GEROS or other UN review bodies.
Language Requirements: Fluency in English is mandatory. Knowledge of local languages is an added advantage.
