Job Purpose
The Safety Manager is responsible for the implementation, monitoring, and continuous improvement of the Company Safety Management System (SMS) in compliance with national and international aviation safety regulations. The role provides an independent safety oversight function and has direct access to the Accountable Manager and senior management on all matters concerning safety.
This position ensures that all safety-related activities are properly managed, documented, and reviewed to support operational safety and mitigate risks throughout the airline’s operations.
Key Duties and Responsibilities
The successful candidate will be responsible for the following:
SMS Development and Implementation-
Participate in the development and integration of the organization’s Safety Management System.

Design SMS procedures and policies consistent with Uganda Airlines’ safety objectives and regulatory requirements.

Oversee the daily operations of the SMS and support departments in its effective application.

Collect, analyze, and manage safety data to identify risks and trends.

Maintain an up-to-date safety database and compile management reports with actionable recommendations.

Prepare and present periodic reports on organizational safety performance in safety review meetings.

Lead or support investigations into incidents and accidents in collaboration with relevant departments.

Identify root causes and develop corrective and preventive action plans.
-
Develop and execute safety promotion initiatives including internal training, awareness campaigns, mentorship, and safety publications.

Train employees and stakeholders in SMS principles, risk mitigation, and regulatory compliance.

Conduct internal safety surveys, inspections, and audits.

Manage safety risk assessments to ensure operations are conducted within the company’s safety tolerance levels.

Monitor and evaluate the effectiveness of corrective actions following audits or investigations.

Coordinate with department managers, service providers, subcontractors, and suppliers on implementing safety programs.

Participate in and provide guidance on change management to ensure risks are adequately identified and mitigated.

Participate in the Flight Data Monitoring (FDM) program and support departments in addressing data-driven safety concerns.

Chair Safety Action Group (SAG) meetings and contribute to high-level safety decision-making and planning.

Assist the Head of Safety in all other matters as assigned.

Report to the Accountable Manager on critical safety concerns requiring executive attention.
Qualifications, Skills, and Experience
Education and Training
-
Diploma or Bachelor’s degree in Flight Operations, Aircraft Maintenance, Safety Management, Engineering, or a related field.

Certification or formal training in Safety Management Systems (SMS) is mandatory.

Training in Accident Investigation Procedures is a strong advantage.
Professional Experience
-
Minimum of 3 years of experience in flight operations, aircraft maintenance, or ground operations within a regulated aviation environment.

Hands-on experience implementing or overseeing SMS in a commercial aviation or airline context.
Key Competencies

Strong understanding of aviation safety systems, regulatory frameworks, and international standards (ICAO, CAAU, IATA).

Excellent communication and presentation skills with the ability to relay complex safety concepts to diverse audiences.

Strong analytical, organizational, and interpersonal skills.

High level of integrity, confidentiality, and professional conduct.

Proficiency in MS Office and aviation safety reporting tools or databases.
