Role Purpose

To coordinate the development and implementation of Risk Management policies, frameworks, and strategies that support the Bank’s mission and strategic goals. The role also leads the Bank’s ESG (Environmental, Social, and Governance) risk agenda by driving adoption of the ESG framework, monitoring ESG risk exposure, strengthening reporting, and promoting an ESG culture across the business and stakeholders.


Key Responsibilities

A) ESG Responsibilities

  • Monitor ESG risk exposure and its impact on the Bank’s capital in line with regulatory guidelines.

  • Track, report, and follow up all breaches or violations of the Bank’s ESG framework, including exceptions and corrective actions.

  • Evaluate and monitor the effectiveness of stakeholders in implementing ESG requirements and the Bank’s ESG work plan.

  • Ensure ESG reporting requirements are met, including adoption and use of ESG risk monitoring toolkits.

  • Proactively analyze ESG-related data to identify gaps and opportunities, including areas for green lending growth.

  • Drive ESG culture and mindset across the Bank, ensuring consistent understanding and adoption by staff and key stakeholders.

  • Coordinate the development, implementation, and continuous improvement of the Bank’s ESG framework and work plan.

B) Risk Management Responsibilities

  • Develop and implement the Bank’s Risk Management program, systems, and procedures for identifying, assessing, and managing risks, working closely with risk owners and process owners in line with applicable standards.

  • Establish and maintain a cost-effective risk monitoring, evaluation, control, and reporting framework, with timely reporting to Management and the Board Risk Committee (monthly, quarterly, and annually).

  • Ensure comprehensive identification, analysis, and assessment of key risk categories including strategic, operational, credit, liquidity, interest rate, foreign exchange, and compliance risks, and recommend appropriate mitigation actions.

  • Coordinate and track implementation of mitigation actions by risk owners and business units, ensuring accountability and closure.

  • Conduct periodic compliance tests to confirm adherence to regulatory requirements and ensure effective monitoring by Line Management.

  • Establish processes for identifying and reporting breaches or suspected breaches, and escalate to the Managing Director as required.

  • Liaise with Line Managers to ensure product reviews and new product development or approvals comply with regulatory requirements, and initiate reviews where legal or regulatory changes affect products.

  • Prepare and submit regulatory and shareholder returns and reports accurately and on time, including statutory reports to Bank of Uganda.

  • Drive implementation of the departmental work plan and ensure delivery against agreed objectives.

  • Perform PEST (Political, Economic, Social, Technological) analysis to identify emerging risks and recommend high-level control interventions.

  • Develop and update risk management policies, including quantification of the Bank’s risk appetite using defined risk limits.

  • Support timely resolution and closure of audit issues raised by Internal Audit, External Audit, Parent Bank, and Bank of Uganda.

  • Carry out any other duties assigned by Management or the Board from time to time.


Person Specification

Minimum Qualifications

  • Bachelor’s degree in Business Administration, Commerce, Accounting and Finance, or any other business-related field.

  • Additional qualification or training in ESG is an added advantage.

Experience

  • Minimum of 5 progressive years’ experience in banking.

  • At least 3 years at supervisory or managerial level in a Risk function within a bank or financial institution.

  • Demonstrated experience in enterprise risk management, with exposure to ESG risk management preferred.

Technical Competencies

  • Up-to-date knowledge of methodologies and trends in business risk management and ESG matters.

  • Strong understanding of risk management within Uganda’s banking environment.

  • Basic IT knowledge is required.

  • Strong teamwork and collaboration skills.

Physical Demand

  • Role requires long sitting hours.

Age

  • Preferably below 40 years. However, Management reserves the right to vary this based on experience and qualifications.
