Restless Development is seeking a Programme Officer – Voice & Governance to lead the effective coordination, implementation, and reporting of governance and consortium-managed projects in Uganda. This position is ideal for a passionate professional who can manage partnerships, ensure donor compliance, and foster collaboration between stakeholders to advance youth empowerment, governance, and advocacy initiatives.

Key Responsibilities
As a Programme Officer – Voice & Governance, your role will focus on three main areas: Project Coordination & Stakeholder Engagement, Capacity Strengthening & Knowledge Management, and Advocacy, Events & Reporting.
1. Project Coordination & Stakeholder Engagement

Lead the coordination of the National Youth Working Group (NYWG) and its thematic sub-groups in Health, Livelihoods & Agriculture, and Human Rights & Good Governance.

Facilitate CSO–Government joint working groups to influence youth-related policies.
-
Organise and document quarterly reflection and planning meetings for NYWG members.
-
Host strategic dialogues between youth civil society and regulatory agencies such as the Ministry of Internal Affairs and the Financial Intelligence Authority.

Maintain active engagement with ministries, parliamentary committees, and development partners to strengthen advocacy.
2. Capacity Strengthening & Knowledge Management

Oversee the design and management of the Youth Leaders Lab digital platform for virtual learning and collaboration.

Conduct capacity needs assessments for youth CSOs and deliver targeted training in governance, advocacy, financial management, safeguarding, and leadership.

Mentor youth leaders to implement action plans and monitor their progress.

Lead the production and follow-up of the State of Youth Civil Society Report.

Develop and monitor the youth framework for NDP IV, including organising biannual review meetings with the National Planning Authority.
3. Advocacy, Events & Reporting

Conduct research on Uganda’s legal and policy environment for entrepreneurs, start-ups, and innovation to inform advocacy for the Start-Up Bill.

Mobilise and prepare youth leaders for parliamentary committee engagements.

Organise high-profile national events such as the National Youth Business Forum and policy dialogues.

Drive project visibility through social media campaigns, webinars, and publication of project briefs.

Track and report on project outputs, outcomes, and impact in line with donor and organisational standards.
Skills and Experience
Essential:
-
Previous experience in youth leadership and meaningful youth engagement.

Proven track record in advocacy and policy engagement.

Strong communication, facilitation, and reporting skills.
-
Ability to make sound operational decisions and solve problems under pressure.
Desirable:
-
Experience managing or facilitating digital learning platforms.
-
Knowledge of Uganda’s youth policy and legal framework.
