The Programme Operations Director is responsible for leading and managing all operational departments within World Vision Uganda’s national programme. These include Regional Operations, Sectoral Programs, Technical Programs, Transformational Development, Faith & Development, and Sponsorship Operations. The role oversees an annual budget of approximately US$ 40 million sourced from at least 18 different donors and directly supervises 8 staff, with approximately 400 staff indirectly reporting through operational structures. The position ensures that programmes are delivered on time, within budget, and in line with donor and participant expectations while maintaining compliance, quality assurance, and strategic alignment with World Vision’s global framework.Key Responsibilities
Strategic Management
- Advise the National Director on programming trends, donor environments, and operational risks.
- Lead the development and monitoring of strategies aligned to the 5-year strategic plan and global framework.
- Ensure all programmes reflect World Vision’s integrated focus and ministry objectives.
- Maintain multi-year growth plans for Area Programs and lead negotiations with Support Offices.
- Drive proactive resource acquisition aligned to strategic priorities.
Programme Implementation, Reporting & Quality Assurance
- Promote strong collaboration between Operations, Program Development, and Impact teams.
- Ensure quality design and implementation of integrated programmes.
- Ensure projects integrate child well-being outcomes and measurable impact indicators.
- Maintain high standards of grant management and compliance.
- Support innovation and continuous learning initiatives.
Financial & Grant Management
- Ensure compliance with donor commitments and financial regulations.
- Maintain projects within budget and avoid significant underspending.
- Oversee compliance with Field Financial Manual requirements.
- Ensure audit findings are addressed promptly and effectively.
- Maintain a zero-tolerance approach to fraud and misconduct.
Team Leadership & Organizational Development
- Build a high-performance, collaborative Operations Division.
- Lead staff capacity building and leadership development initiatives.
- Oversee recruitment and performance management of senior staff.
- Promote World Vision’s Vision, Mission, and Core Values.
External Stakeholder Engagement
- Support representation to donors, ministries, and partner organizations.
- Maintain high-quality communication with Support Offices and donors.
- Engage in national coalitions and advocacy initiatives.
- Strengthen partnerships and donor confidence.
Internal Coordination
- Participate in Senior Leadership Team and board meetings.
- Ensure collaboration between Operations, Finance, ICT, Communications, and other divisions.
- Oversee the integration of Vision Fund Uganda microfinance services with operations.
Required Qualifications and Experience
- Master’s Degree in International Development, Social Sciences, Public Health, Business Administration, or related field.
- At least 15 years of programme management experience in international development.
- Minimum of 5 years in senior NGO leadership within a developing country context.
- Extensive knowledge of NGO operations and donor-funded projects.
- Demonstrated experience in project design, implementation, monitoring, and evaluation.
- Experience leading organizational change initiatives.
- Strong stakeholder representation and partnership-building experience.
- Proven strategic planning and operational management skills.
- Strong Christian commitment and alignment with World Vision values.
Travel and Reporting
- Based in Kampala National Office.
- Reports to the National Director.
- Up to 30% in-country, regional, and international travel required.
- Fluency in English required.
