About the YIGA Project
The Promoting Youth Inclusion in Governance and Decision-Making Processes (YIGA) project is a three-year initiative under the PACER program. YIGA focuses on enhancing youth participation in governance across six districts in the Karamoja sub-region.
The project aims to:
- Build youth civic competence through skills and knowledge training.
- Strengthen local government capacity to be youth-responsive and accountable.
Job Summary
The Programme Coordinator will lead and oversee all programmatic activities related to youth civic engagement and inclusive governance under the YIGA project. This includes implementation, reporting, stakeholder coordination, financial oversight, and ensuring the program remains youth-led and impactful.
Key Responsibilities
Programme Delivery
- Lead strategic planning, implementation, and reporting in line with project goals.
- Develop and oversee work plans, budgets, and monitoring tools.
- Coordinate the development of youth engagement materials and training.
- Ensure youth feedback mechanisms and social audits are executed and monitored.
- Represent the project at national and district-level governance forums.
Partnership Management
- Coordinate with consortium partners and local governments for effective delivery.
- Manage relationships with stakeholders to ensure mutual learning and accountability.
Financial & People Management
- Oversee financial planning and ensure donor compliance.
- Monitor expenditure and forecasting.
- Line-manage the Programme Officer.
Digital Engagement
- Develop and manage digital tools for youth feedback and participation.
- Lead digital campaigns to promote youth-led governance.
- Oversee the creation of media content and social advocacy material.
Other Duties
Willingness to work evenings and weekends as needed. Compensation through time off in lieu.
Candidate Profile
Required Skills and Qualifications
- Bachelor’s degree in Social Work, Development Studies, or related field.
- Postgraduate training in Project Planning and Management (added advantage).
- Experience in governance, youth leadership, and engagement is a must.
- Excellent budgeting, project management, and interpersonal skills.
- Strong communication and analytical skills.
Desirable
- Experience working in Karamoja or with local youth networks.
- Expertise in policy advocacy, M&E systems, and partnerships.
- Valid riding permit and readiness to travel within Uganda.
