Job Purpose

The Procurement Officer role provides an excellent opportunity for qualified professionals seeking stable and compliance-focused Jobs in Uganda within the public sector procurement environment.

The position supports the Procurement Division in the planning, sourcing, and management of goods, works, and services. The role ensures that procurement activities deliver value for money, adhere to approved timelines, and comply fully with the Public Procurement and Disposal of Public Assets Act, its Regulations, and internal procurement policies.

The successful candidate will contribute to transparent, accountable, and efficient procurement processes while supporting effective service delivery across the organization.

Key Duties and Responsibilities

Procurement Planning and Implementation

  • Participate in the preparation, review, and implementation of the approved Procurement and Disposal Plan.
  • Support demand aggregation and procurement scheduling in line with approved budgets and work plans.
  • Ensure procurement activities align with organizational priorities and statutory requirements.

Bidding and Evaluation Support

  • Prepare draft bid documents including bidding instructions, technical specifications, and evaluation criteria.
  • Participate in bid evaluations, negotiations, and contract award processes as assigned.
  • Ensure fairness, transparency, and confidentiality throughout the procurement process.

Purchase Orders and Contract Administration

  • Prepare and issue Local Purchase Orders and contracts upon receipt of the necessary approvals.
  • Assist in basic contract administration, including tracking deliverables and monitoring supplier performance.
  • Support resolution of contract implementation issues in liaison with user departments.

Supplier Coordination and Delivery Monitoring

  • Follow up with suppliers and service providers to ensure timely delivery of goods, works, and services.
  • Coordinate with user departments to confirm receipt and acceptance of delivered items.
  • Escalate delivery delays or performance issues for corrective action.

Reporting and Records Management

  • Prepare weekly and monthly procurement activity reports for management review.
  • Accurately capture and update procurement data in the PPDA Portal and Contract Register.
  • Compile, document, and maintain safe custody of procurement and disposal records.
  • Ensure procurement records are audit-ready and compliant with record retention requirements.

Compliance and Systems Management

  • Ensure all procurement activities comply with the PPDA Act, Regulations, and internal procurement policies.
  • Utilize IFMIS, e-GP, and PPDA reporting systems accurately and efficiently.
  • Support internal and external audits by providing accurate procurement documentation.

Additional Responsibilities

  • Provide support to the Senior Procurement Officer on assigned procurement tasks.
  • Participate in continuous improvement initiatives within the procurement function.
  • Perform any other duties assigned by the Senior Procurement Officer or Management.

Person Specifications

Academic Qualifications

  • An Honours Degree in Procurement and Supply Chain Management.
  • Or a Degree in Business Administration with a Procurement option.
  • Or a related field from a recognised university.

Key Competences and Skills

  • Sound knowledge and understanding of the PPDA Act and its Regulations.
  • Proficiency in IFMIS, e-GP, PPDA reporting systems, and general computer applications.
  • Strong analytical, documentation, and report-writing skills.
  • High level of integrity, confidentiality, and attention to detail.
  • Strong interpersonal and communication skills.
  • Ability to work effectively in a team environment.
  • Ability to work under pressure and meet strict procurement deadlines.
