About the Financial Intelligence Authority (FIA)
The Financial Intelligence Authority is a semi-autonomous government agency established by an Act of Parliament to monitor, investigate, and prevent money laundering and terrorism financing activities within Uganda. The FIA plays a critical role in enforcing Uganda’s anti-money laundering (AML) regulations, collaborating with financial institutions, law enforcement, and other stakeholders.

Position Summary
The Procurement Officer will be responsible for implementing procurement processes that support the smooth acquisition of goods and services essential to FIA’s mission. This role involves supporting the full procurement cycle—from requisition review to supplier engagement, contract negotiation, and compliance with the Public Procurement and Disposal of Public Assets (PPDA) regulations.
The position reports directly to the Head of Procurement and is based at the FIA headquarters in Kampala.
Key Responsibilities
As a Procurement Officer, your responsibilities will include:

Review requisitions from internal user departments to ensure completeness and accuracy.

Register all incoming requisitions and assign procurement reference numbers for tracking.

Participate in pre-qualification of service providers as part of the supplier management process.
-
Assist in drafting and updating the annual procurement plan in line with organizational needs.

Maintain and support supplier relationships, ensuring value for money, quality service, and timely delivery.

Support the solicitation and evaluation of bids and present procurement analysis to the Contracts Committee in line with FIA procurement policy.

Monitor the supply of utilities, timely payment of service providers, and renewal of operational licenses and Memoranda of Understanding (MoUs).

Assist in managing the disposal process of obsolete or written-off assets in accordance with PPDA guidelines.

Support lease and contract negotiations to help FIA secure the most favorable financial terms and conditions.

Collaborate with internal departments and stakeholders to streamline procurement operations.
Minimum Qualifications
To be considered for this opportunity, applicants must meet the following criteria:

Bachelor’s Degree in Procurement and Supply Chain Management, Business Administration (Procurement), Commerce, Economics, or a related field.

Full or partial professional certification/membership from a recognized procurement body (e.g., CIPS) is a strong advantage.
