Job Summary
The Operational Risk Officer will be responsible for supporting the effective implementation of the Operational Risk Management Framework across FINCA Uganda. This role involves ensuring that operational risks are properly identified, assessed, monitored, and mitigated in compliance with both internal policies and external regulatory requirements.
The successful candidate will also be expected to provide training and guidance to staff on operational risk issues, ensuring that FINCA maintains sustainable value for its stakeholders and shareholders.

Key Duties and Responsibilities
As an Operational Risk Officer at FINCA Uganda, you will:

Coordinate Business Continuity and Business Resumption tests, including updating call tree lists and providing training to staff on business continuity planning.

Assess operational risks and initiate corrective actions to address recurring issues that may lead to financial or reputational losses.
-
Investigate logged incidents, conduct root cause analyses, and follow up on recommendations until resolution.
-
Implement and review departmental Risk and Control Self-Assessment (RCSA) tools, update risk registers, and track action points from Risk Management forums.
-
Monitor the bank’s adherence to corporate governance standards, policies, and regulatory requirements.
-
Raise awareness about operational risks, their impact, and mitigation measures through formal training sessions, sensitization workshops, newsletters, and other communication channels.
-
Perform operational risk stress testing to maintain a forward-looking risk profile that captures major institutional risks.
-
Follow up on Internal Audit, External Audit, and Bank of Uganda (BOU) inspection findings to ensure timely resolution and prevent repeat issues.

Conduct periodic risk-based branch and departmental reviews, recommending corrective measures where gaps are identified.

Test operational risk controls to verify that governance mechanisms are adequate, consistently executed, and properly monitored.
Required Competencies

Qualifications and Experience

A Bachelor’s degree in Risk Management, Finance, Commerce, Business Administration, Economics, Statistics, or any other related field.

A Certified Risk Management qualification, CPA, ACCA, or a Master’s degree in a relevant field is an added advantage.

Professional training in Operational Risk Management within the Financial Services sector.

At least 3 years of banking experience, with a minimum of 1 year in banking operations.
