Jhpiego is recruiting a highly skilled and motivated Monitoring Evaluation and Learning (MEL) Officer to provide technical leadership and hands-on support for monitoring, evaluation, learning, and data use across The Challenge Initiative (TCI) in Uganda. The MEL Officer will play a central role in strengthening routine health information systems, institutionalizing data-driven decision-making (D4D), and improving the quality, availability, and effective use of family planning (FP) and maternal, newborn, and child health (MNCH) data. The position supports evidence-based planning, performance management, adaptive programming, and accountability at national and sub-national levels.
Working closely with Local Government Health Management Teams, facility-level teams, and program leadership, the MEL Officer will ensure that data informs strategic oversight, program implementation, and continuous quality improvement processes.
Key Responsibilities
- Adapt and support the implementation of the TCI monitoring, evaluation, and learning framework, tools, and reporting systems in alignment with national and sub-national health information systems and donor requirements.
- Collaborate closely with the Senior Field Coordinator and Technical Officers to ensure MEL data consistently informs strategic oversight and geography-level implementation decisions.
- Strengthen local government capacity to collect, aggregate, analyze, interpret, and report FP and MNCH data using routine systems, including DHIS2.
- Lead and support routine data quality assurance activities, including Health Information Improvement quality checklist processes, to identify data gaps and implement corrective action plans.
- Compile, analyze, and visualize program performance data to track progress against targets, identify trends, highlight gaps, and uncover opportunities for improvement.
- Facilitate regular data review, reflection, and learning meetings with local government and facility teams to inform adaptive programming and course correction.
- Build the capacity of geography leadership and technical teams to interpret and use data for planning, advocacy, budgeting, and resource allocation.
- Document program implementation progress, challenges, innovations, and lessons learned to support continuous improvement and scale-up.
- Provide technical input into the design, adaptation, and implementation of evaluations and operational research activities.
- Support the dissemination of evaluation findings to sub-national, national, and regional stakeholders to inform policy, programming, and best practices.
- Monitor the quality and fidelity of program implementation in collaboration with Technical Officers and the Senior Field Coordinator.
- Support preparation, review, and quality assurance of routine program reports, dashboards, and communication products.
- Represent The Challenge Initiative and Jhpiego in national and regional MEL forums and technical meetings, promoting data sharing and use among government and development partners.
- Ensure full compliance with Jhpiego, TCI, and donor MEL standards, policies, and ethical guidelines.
Required Qualifications
- Bachelor’s degree in Epidemiology, Biostatistics, Demography, Monitoring and Evaluation, Public Health, or a related field.
- A Master’s degree in a relevant discipline is an added advantage.
- Minimum of 5 to 7 years of progressively responsible experience in monitoring, evaluation, and learning within FP, RMNCAH, or health systems strengthening programs.
Preferred Qualifications and Skills
- Demonstrated experience working with government health information systems, including DHIS2.
- Strong expertise in data quality assurance, data analysis, visualization, and use of data for decision-making at sub-national level.
- Proven experience supporting capacity strengthening of government teams in MEL and data-driven decision-making.
- Excellent analytical, report writing, and presentation skills.
- Strong verbal and written communication skills in English.
- Proficiency in widely spoken local languages is an added advantage.
- Ability to work collaboratively with diverse stakeholders, including government officials, development partners, and technical teams.
