About the Financial Intelligence Authority (FIA)

The Financial Intelligence Authority is a statutory body established under the Anti-Money Laundering Act of 2013 to prevent and detect money laundering, terrorism financing, and related financial crimes in Uganda. As part of its operations, the FIA works with financial institutions, law enforcement, and global agencies to ensure transparency and security in Uganda’s financial ecosystem.

Position Overview

The Information Technology Officer – Cyber Security will support the design, implementation, and management of security controls, protocols, and procedures that safeguard FIA’s digital infrastructure. This role is crucial in defending FIA systems from internal and external cyber threats, supporting disaster recovery operations, and ensuring continuous compliance with national and international cybersecurity frameworks.

This is a full-time, entry-level government job based in Kampala, Uganda.


Key Responsibilities

The IT Officer – Cyber Security will be responsible for:

  • Assisting in the design, implementation, and maintenance of FIA’s E-services and security architecture.

  • Supporting the ongoing protection and monitoring of FIA’s digital information systems.

  • Ensuring secure access and authentication to FIA’s network and system resources.

  • Participating in the monitoring and maintenance of the disaster recovery site, including offsite backups and data integrity validation.

  • Supporting efforts to detect, monitor, and respond to cybersecurity threats, vulnerabilities, and incidents.

  • Assisting in the implementation of business continuity protocols across FIA’s critical digital functions.

  • Contributing to the development and implementation of FIA’s information security policies, guidelines, and procedures.

  • Supporting the creation of the department’s annual work plan and aligning activities with FIA’s strategic goals.

  • Providing technical advice on IT-related procurement, including drafting Terms of Reference for IT products and services.


Qualifications and Minimum Requirements

Education:

  • A Bachelor’s degree (Honors) in Computer Science, Information Technology, Information Systems, or Computer Engineering from a recognized university.

Experience:

  • No previous experience is required, making this an ideal opportunity for fresh graduates and early-career professionals seeking entry-level cybersecurity jobs in Uganda.


Required Competencies and Skills

  • A strong understanding of the FIA’s vision, mission, and national regulatory role.

  • High ethical standards: integrity, confidentiality, accountability, and professionalism.

  • Understanding of modern cybersecurity tools, principles, and protocols.

  • Awareness of IT governance standards, including ISO/IEC 27001, NIST, and Uganda’s national cybersecurity frameworks.

  • Ability to review and enhance IT strategy and recommend improvements in line with evolving digital threats.

  • Knowledge of firewalls, intrusion detection systems, encryption, authentication protocols, and access control policies.

  • Proficient in risk analysis, vulnerability assessment, and incident response.

  • Basic programming or scripting skills (e.g., Python, Bash, PowerShell) are an added advantage.

  • Excellent problem-solving, critical thinking, and analytical abilities.

  • Strong oral and written communication skills, including the ability to prepare technical documentation.

  • Ability to assess business process effectiveness and recommend IT solutions for optimization.
