Job Overview

Kalangala Infrastructure Services Ltd is seeking a highly qualified Human Resource Officer to lead the Human Resources and Administration function. The role is responsible for effective management of people, logistics, and administrative resources to support the company’s operational and strategic goals. The position focuses on recruitment, employee development, fleet and asset management, and compliance with company policies and legal standards.

Key Duties and Responsibilities

Strategic Planning Support

  • Collaborate with senior management to align HR and administrative strategies with long-term organizational goals.
  • Provide input on workforce planning to ensure adequate skills and capacity for future growth.

Human Resource Management

  • Develop and implement HR policies, procedures, and systems in line with company objectives and legal requirements.
  • Lead recruitment and selection processes to attract and retain qualified employees.
  • Oversee onboarding, training, and professional development programs.
  • Manage performance appraisal systems to promote accountability and growth.
  • Handle employee relations, including conflict resolution, disciplinary actions, and grievance management.

Compensation and Benefits Management

  • Develop and oversee competitive salary structures and benefits programs.
  • Ensure accurate and timely payroll processing in collaboration with the Finance department.

Employee Engagement and Welfare

  • Promote a positive organizational culture through employee engagement initiatives.
  • Ensure workplace health and safety standards are met and employee concerns addressed promptly.

Mentoring and Team Leadership

  • Lead and supervise the HR and administrative team.
  • Provide coaching, mentorship, and professional development support.

Employee Wellness Program Development

  • Design and implement staff wellness programs addressing physical, mental, and emotional wellbeing.
  • Introduce initiatives such as health check-ups, fitness programs, stress management, and work-life balance strategies.
  • Ensure wellness programs align with employee needs and organizational objectives.

Compliance and Risk Management

  • Ensure compliance with labor laws, workplace safety regulations, and company HR policies.
  • Identify and mitigate HR-related risks related to welfare, safety, and legal compliance.

Administrative Management

  • Oversee office operations and ensure efficient use of administrative resources.
  • Develop systems for tracking company assets including office and residential inventory.
  • Manage contracts and service agreements with administrative service providers.

Fleet and Logistics Management

  • Oversee management of the company’s vehicle and motorcycle fleet.
  • Develop fleet usage, fuel management, and maintenance policies.
  • Monitor fleet performance metrics and address inefficiencies.

Facilities and Asset Management

  • Ensure company facilities and physical assets are secure and well maintained.
  • Supervise allocation and utilization of office space and resources.

Reporting, Budgeting and Cost Management

  • Prepare and present HR and administration reports including workforce trends and operational efficiency.
  • Manage departmental budgets and monitor costs related to logistics, fleet, and office operations.
  • Identify cost-saving opportunities while maintaining service quality.

Qualifications, Skills and Experience

Education

  • Bachelor’s degree in Human Resource Management, Business Administration, Public Administration, or a related field.

Experience

  • Minimum of seven years of relevant work experience.
  • At least three years in a supervisory or leadership role.

Knowledge, Skills and Competencies

  • Proficiency in office management tools and systems.
  • Knowledge of fleet management and asset tracking systems is an added advantage.
  • Strong organizational and multitasking skills.
  • Excellent communication and interpersonal abilities.
  • Strong problem-solving skills.
  • High level of attention to detail.
