Job Summary:
Victoria University, a leading institution of higher learning in Uganda, is seeking to recruit a qualified, experienced, and dynamic Human Resource Manager. The successful candidate will be responsible for planning, developing, reviewing, and implementing HR systems and processes aligned with the University's HR policy and strategic plan. This role ensures compliance with the relevant labor laws of Uganda and promotes a productive and professional working environment across the institution.

Key Duties and Responsibilities:
As the Human Resource Manager, your primary responsibilities will include:

Talent Acquisition: Lead the recruitment and selection process following approved policies and procedures.

Onboarding and Orientation: Facilitate new staff integration into the university environment to ensure a smooth transition and productivity.
-
Performance and Reward Management: Develop and implement effective performance management systems and oversee reward programs to drive employee motivation.
-
Staff Training and Development: Design and execute comprehensive training and capacity-building programs in collaboration with university leadership.
-
Policy and Legal Compliance: Ensure HR practices comply with university policies, labor laws, and national employment regulations.

Staff Evaluation: Manage periodic employee assessments and provide feedback mechanisms.
-
Discipline and Grievance Handling: Implement fair and transparent systems for handling disciplinary and grievance matters.
-
Compensation and Benefits: Administer employee benefits and compensation schemes.
-
Payroll Management: Oversee monthly payroll processing and ensure accuracy and timely disbursements.

HR Information Systems (HRIS): Develop and maintain a human resource automated information management system for effective HR operations.
-
Exit Management: Manage employee exits including resignations, retirements, and terminations, ensuring compliance with internal policies.
Qualifications, Skills, and Experience:
To qualify for this position, applicants must meet the following criteria:
Academic Qualifications:

A Bachelor’s degree in any of the following fields:
-
Human Resources Management
-
Business Administration (HR Option)
-
Industrial and Organizational Psychology
-
Arts, Social Sciences, or Management
-

A Master’s degree in:
-
Human Resources Management
-
Business Administration (HR Option)
-
Industrial and Organizational Psychology
OR
A Master’s degree in Arts, Social Sciences, or Management with a postgraduate Diploma in Human Resources Management.

Professional certification in Human Resource Management is an added advantage.
Technical Skills and Competencies:
-
Proficient in HR Information Systems Management (HRIS).

Computer literate, with solid command of MS Office applications (Word, Excel, PowerPoint).

Deep understanding of Uganda’s labor laws and employment legislation.
-
Strong leadership and team management skills.
-
Excellent planning and organizational abilities.
-
Effective decision-making and problem-solving capabilities.
-
High-level negotiation, communication, and interpersonal skills.
-
Integrity, discretion, and ability to handle confidential information.
-
Ability to manage workplace stress and maintain a positive work environment.
-
Knowledge of financial management related to HR operations.
Experience:
-
A minimum of 10 years of post-bachelor's human resource and administrative experience.
-
At least 4 years in a senior HR managerial position in a reputable, large-scale organization.
