Location: Kampala, Uganda (with occasional upcountry field travel)

Job Summary

Q-Sourcing Limited, trading on behalf of Environmental, Social, Health, and Safety (ESHS) management services, is seeking to recruit a competent Human Resource and Admin Officer. The successful candidate will support HR operations, office administration, and staff welfare while ensuring compliance with organizational policies and employment laws. The role reports to the HR Manager (or designated representative).


Key Responsibilities

  • Participate in the development and review of HR policies, procedures, and departmental strategies, including budgeting.

  • Communicate HR policies to all staff through trainings and awareness forums.

  • Stay updated with changes in labor legislation, advise management on compliance, and update policies accordingly.

  • Manage payroll and ensure timely salary disbursements.

  • Support recruitment and selection: advertising vacancies, screening CVs, scheduling interviews, maintaining records, and preparing staff contracts.

  • Conduct onboarding and induction for new staff, including reference checks and policy orientation.

  • Support performance management processes in line with company policy.

  • Handle filing of receipts, invoices, and reconciliation of project accounts from the field.

  • Oversee office communications, scheduling, and documentation.

  • Assist in preparing regular HR and administrative reports.

  • Maintain efficient filing systems (both digital and paper) in compliance with data protection guidelines.

  • Provide logistical support for meetings, events, and workshops (arrangements, minutes, agendas, and documentation).

  • Manage procurement of office supplies and ensure smooth day-to-day office operations.

  • Provide PA and secretarial support to the Director and senior management team.


Qualifications and Experience

  • Bachelor’s degree in Human Resource Management, Management with Accounting, Industrial Psychology, or a related field from a recognized institution.

  • Postgraduate qualification in Human Resource Management is an added advantage.

  • At least 3 years of relevant experience in a similar HR and administration role.

  • No criminal record.

  • Willingness to travel and work upcountry when required.

  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).

  • Excellent interpersonal, organizational, and communication skills.

  • Discreet, professional, and trustworthy with confidential information.
