The HSSEQ Manager is accountable for leading and governing HSSEQ across the Operating Unit (OU), ensuring that risks related to health, safety, security, environment, and quality are effectively identified, managed, and controlled. The role ensures consistent application of Vivo Energy guidelines, ISO standards, and regulatory requirements to enable safe, compliant, and sustainable business performance. The role serves as the designated HSSEQ authority for the Operating Unit and provides executive-level oversight for HSSEQ risk management across all Classes of Business, including contractor-managed transport, distribution, depot, and logistics operations.Role Dimensions and Accountability
- Provide country-level leadership and governance for HSSEQ across all Classes of Business.
- Act as the designated HSSEQ authority for the Operating Unit.
- Ensure HSSEQ risks are identified, controlled, and managed to ALARP.
- Provide functional leadership, mentoring, and capability development for HSSEQ professionals.
- Strengthen incident reporting culture and ensure effective learning from incidents.
- Advise Class of Business leaders and the Country Leadership Team on HSSEQ matters.
- Influence HSSEQ investment and expenditure decisions in line with Vivo Energy guidelines.
- Safeguard people, assets, environment, reputation, and license to operate.
Principal Accountabilities
HSSEQ Leadership, Culture, and Governance
- Lead cultural change initiatives to achieve HSSEQ excellence.
- Provide visible HSSEQ leadership and position HSSEQ as a core business requirement.
- Champion Goal Zero through consistent behaviors and leadership accountability.
- Act as a trusted advisor to Class of Business leaders and the Country Leadership Team.
- Develop, implement, and monitor Strategic HSSEQ Objectives for the Operating Unit.
- Lead, coach, and develop HSSEQ professionals and focal points.
- Represent the Operating Unit with regulators and external stakeholders on HSSEQ matters.
Risk Management and Competence Assurance
- Establish clear HSSEQ risk management responsibilities across the Operating Unit.
- Act as focal point for competence assurance of HSSEQ-critical positions.
- Maintain the HSSE Management System Framework and conduct annual effectiveness reviews.
- Establish and maintain legislative registers and regulatory compliance status.
- Ensure HSSEQ-critical risks, activities, and positions are identified and controlled.
- Govern contractor HSSEQ performance in line with Vivo Energy standards.
HSSEQ Management Systems and Standards
- Act as custodian of the HSSEQ Management System.
- Lead implementation of ISO 45001, ISO 9001, ISO 14001, and ISO 17025 standards.
- Ensure HSSEQ requirements are embedded in operational and contractor processes.
- Lead audits, self-assessments, and management reviews.
Performance Management and Continuous Improvement
- Establish and monitor HSSEQ KPIs aligned to Vivo Energy objectives.
- Review HSSEQ performance trends and drive corrective actions.
- Strengthen incident and near-miss reporting culture.
Incident Management and Investigation
- Lead and support HSSEQ incident investigations.
- Ensure lessons learned are cascaded and translated into system improvements.
- Provide HSSEQ leadership during incidents and crisis situations.
Key Challenges
- Driving sustained HSSEQ culture change in a high-risk, contractor-intensive environment.
- Influencing diverse stakeholders to comply with HSSEQ standards.
- Managing complex HSSEQ risks across transport, depot, and distribution operations.
- Balancing business objectives with rigorous HSSEQ compliance.
Qualifications, Skills, and Experience
Education and Professional Qualifications
- Bachelor’s Degree in Engineering, Occupational Health and Safety, or a related discipline.
- Professional health and safety training such as NEBOSH.
- Membership in a professional safety body is an added advantage.
Experience Requirements
- At least eight years of HSSEQ experience at managerial level.
- Experience in oil and gas, FMCGs, or similar high-risk industries.
- Demonstrated experience implementing HSSEQ programs and ISO standards.
Key Skills and Competencies
- Strong leadership and people management skills.
- In-depth knowledge of HSSEQ legislation and regulatory requirements.
- Proven experience in audits, investigations, and assurance activities.
