Job Overview

Human Capital Business Solutions Ltd is seeking a competent, experienced, and highly organized HR Manager & Office Administrator to lead all human resources functions while overseeing general office administration. The role is responsible for driving effective talent management, ensuring full compliance with Ugandan labour laws, fostering a positive and productive workplace culture, and ensuring smooth day-to-day office operations. The successful candidate will balance strategic human resource leadership with hands-on administrative oversight, supporting both operational efficiency and long-term organizational growth.

This position requires strong leadership, integrity, and the ability to work across departments, including production, technical, sales, and administration teams.

Main Duties and Responsibilities

Human Resources Management

  • Develop, implement, and continuously review HR strategies, policies, and procedures aligned with company objectives, Ugandan labour laws, and industry best practices.
  • Ensure full compliance with applicable legislation including the Employment Act, Workers’ Compensation Act, NSSF regulations, PAYE requirements, and related statutory obligations.
  • Manage the full recruitment lifecycle for all roles, including vacancy advertising, screening, interviewing, reference checks, and onboarding.
  • Oversee performance management systems by setting objectives, coordinating appraisals, managing promotions, handling disciplinary processes, and resolving grievances.
  • Administer payroll in coordination with the finance department, including NSSF contributions, PAYE, leave administration, and employee benefits.
  • Ensure compliance with occupational health, safety, and environmental regulations, particularly for factory and warehouse staff.
  • Coordinate safety training, track PPE issuance, and support incident reporting and follow-up actions.
  • Foster strong employee relations by promoting workplace harmony, managing conflict resolution, organizing welfare programs, and conducting exit interviews.
  • Maintain accurate and up-to-date employee records, HR databases, contracts, and statutory filings.
  • Coordinate training and development programs, including technical skills training for production staff and leadership development initiatives.
  • Support workforce planning, succession planning, and talent retention strategies within a manufacturing context.

Office Administration

  • Oversee daily office operations including office supplies, equipment maintenance, utilities management, cleaning services, and vendor coordination.
  • Manage front-office operations including visitor reception, correspondence handling, calls, emails, and appointment scheduling.
  • Coordinate logistics such as travel arrangements, staff transport, site visits, meeting room bookings, and internal events.
  • Organize and support company events including staff meetings, training sessions, and product launches.
  • Supervise office support staff including receptionists, cleaners, and drivers, ensuring proper scheduling, performance management, and discipline.
  • Maintain office records, filing systems, asset registers, and confidentiality of sensitive documents.
  • Support preparation and monitoring of HR and administrative budgets, track expenditures, and prepare management reports.
  • Ensure office safety, security, cleanliness, and a professional working environment in line with health and safety standards.

Qualifications, Experience, and Skills

Academic and Professional Qualifications

  • Bachelor’s Degree in Human Resource Management, Business Administration, Organizational Psychology, or a related field.
  • Postgraduate qualification or professional certification in Human Resources such as CIPM or SHRM is an added advantage.

Experience

  • Minimum of five to seven years of progressive experience in human resource management.
  • At least three years’ experience in a supervisory or combined HR and administration role.
  • Previous experience in manufacturing, FMCG, chemicals, paints, coatings, or industrial sectors is strongly preferred.

Technical Skills and Competencies

  • Strong knowledge of Ugandan labour legislation and statutory compliance requirements.
  • Practical understanding of HR best practices in manufacturing environments, including shift-based workforce management.
  • Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint.
  • Experience using HRIS or payroll systems such as QuickBooks, ERP modules, or local Ugandan payroll systems.
  • Strong organizational and multitasking abilities to manage both strategic HR functions and routine administrative tasks.
  • Excellent interpersonal, communication, and conflict resolution skills.
  • High standards of integrity, confidentiality, and professionalism.
  • Strong analytical and problem-solving skills to support reporting and decision-making.
  • Leadership capability to supervise teams and influence across departments.
  • Adaptability to a fast-paced industrial environment with occasional factory floor exposure.
