About the Role

The Regional Service Centre in Entebbe (RSCE) is seeking a highly qualified Finance Officer/Cashier to lead the Cashier Service Line. The position plays a critical role in managing disbursement operations, ensuring financial compliance, and overseeing treasury functions for client missions and entities.


Key Responsibilities

Cashier and Treasury Operations

  • Lead non-location-dependent cashier and treasury functions for all RSCE client entities.

  • Oversee disbursement processes and maintain regular liaison with Peacekeeping Operations (PKOs), Special Political Missions (SPMs), and other client cashier units.

  • Monitor and manage RSCE house bank account balances, prepare transaction summaries, investigate payment delays, and generate monthly financial reports.

  • Ensure efficient cash flow management to support operational needs.

Daily Operational Oversight

  • Ensure adequate cash reserves by managing daily replenishments of RSCE house banks.

  • Review, scrutinize, and release disbursement documentation in UMOJA.

  • Serve as a bank signatory for RSCE accounts and coordinate responses to cashier-related queries.

  • Safeguard all financial instruments and manage secure custody of cash and cheques.

  • Provide technical advice and corrective actions following internal/external audits in accordance with UN regulations and policies.

Financial Compliance and Reporting

  • Maintain accurate accounting records and enforce internal controls.

  • Ensure compliance with UN Financial Regulations and Rules, administrative instructions, and other official guidance.

  • Support monthly bank reconciliations and oversee updates and approvals of bank details for staff, vendors, and other stakeholders.

Imprest and Audit Oversight

  • Verify imprest transactions and supervise imprest custodians.

  • Ensure timely preparation and submission of imprest statements.

  • Conduct regular petty cash counts and respond to audit observations.

  • Drive continuous improvement of financial controls and procedures.

ERP & Team Management

  • Contribute to the implementation of new treasury modules in ERP systems such as Umoja (SAP).

  • Supervise finance staff, providing guidance, performance evaluations, and team development.

  • Perform other related duties as assigned.


Qualifications and Experience

Education

  • Master’s degree in Finance, Business Administration, Accounting, or a related field is required.

  • A first-level university degree (Bachelor’s or equivalent) in the above fields with two additional years of work experience may be accepted in lieu of an advanced degree.

Professional Certification

  • Mandatory: CPA, Chartered Accountant, or equivalent from a recognized professional accounting body.

  • Required: Knowledge and application of International Public Sector Accounting Standards (IPSAS).

  • Desirable: Familiarity with International Financial Reporting Standards (IFRS).

Experience

  • At least 7 years of progressively responsible experience in finance, accounting, or public administration, with a focus on cashier and treasury operations.

  • 9 years of relevant experience is required for applicants holding only a first-level degree.

  • Demonstrated experience in team management within the finance function is essential.

  • Desirable experience includes working with:

    • Multiple banks for managing cash balances and payments.

    • ERP systems such as Umoja (SAP) or similar.
