Job Purpose

The Finance Analyst ensures effective delivery of financial services, accurate reporting, regulatory compliance, and oversight of financial resources in line with UNFPA policies and international accounting standards. The role supports programme delivery, risk management, and sustainable resource utilization.

Key Responsibilities

1. Financial Resource Management

  • Plan, guide, and control financial resources in accordance with UNFPA rules and regulations.
  • Prepare and monitor management and development project budgets.
  • Control budget status versus authorized spending limits.
  • Prepare accurate donor financial reports.
  • Conduct continuous financial analysis and provide professional advice to management.
  • Ensure compliance with UNFPA financial recording and reporting standards.

2. Operational and Financial Strategy Implementation

  • Strengthen internal controls and financial systems.
  • Map finance business processes and establish Standard Operating Procedures.
  • Develop cost-saving and efficiency strategies.
  • Monitor financial exception reports and investigate anomalies.
  • Supervise financial service delivery including payments and reconciliations.

3. Accounts Control and Oversight

  • Ensure proper reconciliation of balance sheet accounts.
  • Oversee Operating Fund Account compliance.
  • Coordinate financial closure activities and reporting.
  • Maintain accurate General Ledger records and receivables management.

4. Knowledge Sharing and Capacity Building

  • Stay updated on IPSAS policies and financial system upgrades.
  • Organize finance training sessions for Country Office staff.
  • Share best practices and lessons learned across teams.

5. Cash Management

  • Monitor mobile banking accounts and ensure adequate liquidity.
  • Approve and reconcile mobile account transactions.
  • Prepare monthly cash flow forecasts.
  • Serve as cashier for on-site cash disbursements where required.

6. Additional Duties

  • Perform other finance-related responsibilities as assigned by Country Office management.

Qualifications and Experience

  • Advanced university degree (Master’s) in Business Administration, Finance, Accounting, or related discipline.
  • Relevant experience in financial management and operational systems.
  • Advanced proficiency in MS Office and spreadsheet applications.
  • Experience with ERP systems, preferably PeopleSoft.
  • Knowledge of IPSAS or IFRS accounting standards.
  • Experience within the UN common system is desirable.
  • Fluency in English; knowledge of French or Spanish is an added advantage.
