Job Overview
Kampala Hospital is seeking an experienced and highly competent professional to fill the position of Facilities & Services Manager. This role presents a senior-level opportunity for professionals pursuing leadership-focused Jobs in Uganda within the healthcare sector.
The Facilities & Services Manager is responsible for the strategic and operational management of all non-clinical support services within the hospital. The role ensures that the hospital operates in a safe, efficient, compliant, and well-maintained environment that supports high-quality clinical care and positive patient outcomes.
The successful candidate will oversee facilities operations, manage both in-house and outsourced service teams, control budgets, ensure regulatory compliance, and drive continuous service improvement in line with organizational standards and healthcare regulations.
Key Responsibilities
Facilities and Operations Management
- Plan, coordinate, and oversee the daily operation of all hospital facilities and support services on a 24-hour basis.
- Ensure optimal functionality, cleanliness, safety, and aesthetic standards across all hospital premises.
- Supervise routine and preventive maintenance of buildings, utilities, and infrastructure.
- Oversee renovations, refurbishments, and minor construction works, ensuring timely completion and minimal disruption to hospital services.
- Ensure prompt identification, reporting, and resolution of facilities-related issues.
- Maintain accurate asset registers and ensure proper use, care, and lifecycle management of facilities and equipment.
Service Management
- Oversee delivery of key non-clinical services including housekeeping, cleaning, laundry, catering, security, waste management, and grounds maintenance.
- Develop, implement, and monitor Service Level Agreements with internal teams and external service providers.
- Ensure consistent service quality, performance monitoring, and customer satisfaction.
- Manage relationships with outsourced service providers and ensure contract compliance.
- Address service delivery gaps and implement corrective actions where required.
Compliance, Health, and Safety
- Ensure full compliance with statutory, regulatory, environmental, health, and safety requirements applicable to healthcare facilities.
- Implement and monitor occupational health and safety policies and procedures.
- Conduct regular risk assessments and ensure implementation of mitigation measures.
- Develop and maintain emergency preparedness and response plans.
- Lead incident reporting, investigations, root cause analysis, and implementation of corrective and preventive actions.
People and Performance Management
- Lead recruitment, induction, training, scheduling, supervision, and performance appraisal of facilities and services staff.
- Foster a culture of accountability, professionalism, teamwork, and continuous improvement.
- Identify skills gaps within the department and coordinate training and capacity-building initiatives.
- Promote staff engagement, motivation, and adherence to hospital policies and values.
Financial and Resource Management
- Develop and manage departmental budgets with a focus on cost efficiency and value for money.
- Monitor expenditure, analyze budget variances, and implement corrective measures where necessary.
- Prepare and submit operational and financial reports to management.
- Support procurement processes, vendor evaluation, and contract management in line with hospital policies.
Planning, Reporting, and Continuous Improvement
- Prepare and submit timely monthly, quarterly, and annual operational reports.
- Participate in internal and external audits, inspections, and quality assurance activities.
- Drive process improvements, sustainability initiatives, and adoption of best practices in facilities management.
- Support implementation of systems and technologies that enhance service efficiency and performance.
Qualifications and Experience
- Bachelor’s Degree in Facilities Management, Business Administration, Engineering, Operations Management, or a related field.
- A Master’s Degree in a relevant discipline is an added advantage.
- Demonstrated experience in facilities and services management within a large organization.
- Proven experience managing multi-disciplinary teams and outsourced service providers.
- Strong understanding of healthcare facilities operations and regulatory requirements.
