EIT Supervisor (Electrical, Instrumentation & Telecommunications) – Q-Sourcing Limited (On behalf of EACOP)
Location: Uganda (Field-based)
Employment Type: Full-Time | Rotation: 8x2 | Working Hours: 12-hour days, 6 days/week

Q-Sourcing Limited, on behalf of EACOP (East African Crude Oil Pipeline), is seeking to hire a competent, skilled, and experienced EIT Supervisor to support the execution and commissioning of a world-class energy infrastructure project.

About the EACOP Project
The EACOP project is one of the most significant energy infrastructure developments in East Africa, involving the construction of a 1,443km, 24-inch heated crude oil export pipeline from Uganda to the Tanzanian coast. This includes 8 Above Ground Installations (AGIs), a Marine Storage Terminal (MST), multiple pump and valve stations, and 150km of feeder lines. The project presents both technical innovation and socio-environmental complexity, requiring highly skilled and adaptable professionals.
Position Overview
As the EIT Supervisor, you will oversee the day-to-day field construction activities related to Electrical, Instrumentation, and Telecommunication Systems across allocated pipeline sections, AGI, and MST facilities. You’ll be responsible for ensuring contractor compliance, maintaining safety standards, and driving timely and quality delivery in alignment with project specifications and international standards.
Reporting To: N+1 Pipeline Spread Superintendent
Work Location: Contractor Accommodation Camp / Pipe Yard Site, Uganda
Rotation: 8 weeks on / 2 weeks off
Contract Type: Full-time
Key Responsibilities
-
Supervise all EIT construction scopes across your assigned LOTs, including pipeline facilities, AGIs, and MSTs.

Ensure all work activities comply with project codes, standards, drawings, and HSE protocols.

Engage in the commissioning, installation, and preservation oversight of electrical, instrumentation, and telecom systems.

Liaise with contractors to ensure clear understanding and execution of scope and deliverables.

Support local content by promoting training and capacity-building among Ugandan personnel.

Participate in constructability reviews, design interface discussions, and provide input for technical optimization.

Coordinate with project preservation and commissioning teams for system readiness and SAT verifications.

Identify and escalate construction conflicts, and assist with resolving interface issues between packages.

Track daily activities and submit accurate and timely reports on progress, KPIs, and key milestones.

Act as a safety champion in compliance with project and national HSE regulations.

Mentor junior engineers and ensure continuous professional development within your team.
Qualifications and Experience Required
-
Bachelor’s Degree in Electrical Engineering, Instrumentation, Telecommunications, or a closely related discipline.

Minimum of 6 years of experience in E&I construction supervision in the oil and gas industry, preferably in pipeline projects.

At least 5 years’ experience in multidisciplinary oil and gas project teams, supporting construction, interface management, completions, and commissioning.

Strong knowledge of EACOP systems, international codes (e.g., ISO, IEC, NFPA), and standards for HV/MV systems, SCADA, ICSS, and telecom networks.

Proven understanding of LOTO (Lock Out Tag Out) procedures and electrical isolation practices.
Required Skills & Competencies

Advanced skills in using project and construction software (Assure, OMIE, Aconex, SharePoint, MS Office Suite, Visio, Adobe).

Strong analytical capabilities to interpret engineering drawings, specs, and system integration plans.

Ability to work within multi-cultural, cross-functional environments and provide mentorship.

Proficiency in identifying construction progress gaps and proposing timely solutions.

Proven leadership, organizational, and problem-solving skills under pressure.

Excellent verbal and written communication, report writing, and stakeholder engagement abilities.

Demonstrated ability to work independently with minimal supervision while meeting strict timelines.
Context & Environment
This is a field-based position, operating in remote sites under rotation-based working conditions. The role will require working in a highly dynamic and regulated environment, supporting multi-contractor interfaces and contributing to the delivery of a first-of-its-kind mega oil and gas infrastructure project in Uganda.
As this is a national project of strategic importance, all work must comply with local content, environmental, safety, and donor financing requirements.
