About URSB

The Uganda Registration Services Bureau (URSB) is a statutory body established under the URSB Act Cap. 210. URSB is responsible for registration services in commercial, civil, and intellectual property rights, supporting private sector development and providing critical data for national planning and development.

Job Summary

URSB is seeking to recruit two highly skilled and motivated Data Scientists to support the Bureau’s mission through advanced data analysis and the application of data science techniques. These roles are instrumental in transforming complex data into actionable insights that enhance service delivery and inform policy and strategic decisions.

Reports To: Assistant Commissioner – Registration Services

Key Duties and Responsibilities

• Collect, clean, and organize large datasets from internal and external sources, ensuring high data quality and accessibility.

• Conduct exploratory data analysis to identify trends, patterns, and anomalies for business improvement.

• Design, develop, and implement statistical models and machine learning algorithms to solve operational and strategic challenges.

• Generate comprehensive reports and interactive dashboards to effectively communicate data insights.

• Develop predictive and prescriptive analytics to inform evidence-based decision-making.

• Collaborate with cross-functional teams to identify data needs and provide technical support for analytics initiatives.

• Integrate data science solutions into operational systems and monitor their performance.

• Uphold data quality standards and ensure compliance with the Uganda Data Protection and Privacy Act.

• Maintain detailed documentation and records of datasets, analytical methods, and outcomes.

• Contribute to building internal capacity in data literacy and analytical skills across the Bureau.

Qualifications, Skills, and Experience

Minimum Qualifications:

• Bachelor’s degree in Computer Science, Computer Engineering, Information Technology, or Statistics (with a focus on Statistical Computing).

Preferred Qualifications:

• Postgraduate qualification in Data Science, Computer Science, or Information Technology is an added advantage.

Experience:

• Demonstrated experience in data science and managing large datasets within a reputable organization.

• Proven ability to work independently and manage multiple projects concurrently.

Key Competencies:

• Proficiency in programming languages such as Python, R, or SQL.

• Experience with big data tools and frameworks (e.g., Hadoop, Spark, or similar).

• Strong analytical and problem-solving capabilities.

• Excellent communication and presentation skills.

• Ability to maintain accurate and confidential records.

• Strong interpersonal skills and a collaborative mindset.
