Introduction
The Famine Early Warning Systems Network (FEWS NET) is a program funded by the United States Government and designed to provide timely, accurate, evidence-based, and transparent early warning information and analysis on food security. FEWS NET supports governments, relief agencies, and development partners with reliable information to guide planning and response where acute food insecurity may occur.
Chemonics implements FEWS NET’s Decision Support (DS) Team. The DS Team conducts integrated monitoring and analysis of current and forecast acute food insecurity across multiple countries and regions. DS Team members closely track and interpret local and regional drivers of food security, including conflict dynamics, weather and climate conditions, crop performance, pasture conditions, markets and trade, and nutrition indicators. The program produces reports and analytical products, such as outlooks, outlook updates, alerts, market and price updates, and targeted analyses, and makes these resources available to a global audience through the FEWS NET platform.
The DS Team works through a technical office in Washington, DC, as well as regional and select local offices across several parts of the world. The program relies on collaboration with international, regional, and national partners through joint monitoring and assessments, data sharing, collaborative analysis and reporting, and technical capacity strengthening. FEWS NET contributes to local and regional food security networks with a global objective of achieving food security for all.
Position Summary
FEWS NET Decision Support is hiring a Bookkeeper to support all financial matters relating to the project in Uganda. The Bookkeeper will manage accounting transactions and project books, monitor budget expenditures, and support accurate and timely financial reporting in line with Chemonics policies and procedures.
This is a remote position, but the selected candidate must be based in Kampala, Uganda. The role requires strong attention to detail, the ability to handle multiple tasks, and a consistent commitment to compliance and documentation standards, especially in an environment that supports a U.S. government funded project.
Key Responsibilities

Financial Management
- Ensure all transactions are processed in line with Chemonics policies and procedures.
- Administer core accounting operations, including preparing payment vouchers and supporting documentation.
- Maintain or verify petty cash transactions and reconcile petty cash balances at least weekly.
- Maintain bank balances and reconcile accounts on a monthly basis.
- Request project funds through monthly wire transfers from the home office as required.
Procurement and Inventory Management
- Administer project procurements and support inventory and maintenance for equipment, materials, and supplies.
- Verify vendor invoices and deliveries, ensuring all required supporting documents are accurate and complete.
- Maintain equipment inventory and verify inventory items twice per year to confirm recorded values match inventory reports.
- Ensure inventory items are labeled in accordance with U.S. government guidelines.
- Manage vendor accounts, monitor vendor balances, and support payment processing as required.
- Review vendor invoices for accuracy and support issuance of checks signed by the Country Technical Lead (CTL) to appropriate beneficiaries.
Payroll and Personnel Expense Support
- Support management of payroll, travel expenses, and staff expense reporting.
- Prepare payroll and facilitate disbursements in accordance with Chemonics procedures.
- Monitor and track personnel benefits, including leave balances and other applicable benefits.
- Process and submit required tax documentation to the accounting consulting firm and Chemonics office as needed.
- Process travel advances for local staff and follow up on outstanding balances.
- Verify and process staff expense reports in line with established policies and supporting documentation standards.
Record Keeping and Compliance Documentation
- Enter accounting transactions into Abacus Accounting Software daily, following Chemonics procedures.
- Support the home office field accounting and project management teams in reconciling intercompany accounts.
- Respond promptly to home office accounting questions, clarifications, or concerns.
- Prepare complete backup documentation for each transaction before submitting to the CTL for approval and payment.
- Maintain organized virtual and hard copy records (as needed) for transactions, approvals, procurements, and related documentation.
Financial Monitoring and Reporting Support
- Work with the CTL, Project Management Unit, and the home office team to monitor the country budget and staff level of effort.
- Support technical departments with financial monitoring of field activities using established calendars and procedures.
- Contribute to the preparation of required financial reports and other reports as requested by Chemonics International.
- Provide support during financial audits and help ensure implementation of audit recommendations.
Required Qualifications
- Fluency in written and spoken English is required. Local language skills are an advantage.
- Bachelor’s degree in Accounting, Finance, or a related field is required. Significant directly related professional experience may substitute for education.
- At least two years of relevant experience in accounting, financial management, and procurement management. Experience on U.S. government funded projects is preferred.
- Advanced computer skills in Microsoft Office, especially spreadsheets, are required.
- Ability to prioritize work assignments and apply sound professional judgment.
