The Uganda Registration Services Bureau (URSB) is a statutory body established under the URSB Act, Cap. 210. As a leading agency in commercial, civil, and intellectual property rights registration, URSB plays a vital role in private sector development and national planning.
Job Summary
URSB is seeking a highly qualified and experienced professional to serve as Assistant Commissioner – Registration Services. The successful candidate will provide strategic and technical leadership in managing registration services in line with statutory requirements, organizational policies, and national standards.
Reports to: Commissioner – Registration Services
Key Duties and Responsibilities

Develop, review, and implement strategies, standards, and guidelines for registration and licensing services.

Provide technical support, mentorship, and capacity building to staff in registration and licensing functions.

Design and oversee operational systems, workflow processes, and procedures to improve efficiency.

Advise URSB management and government bodies on legislative and policy matters relevant to URSB's mandate.

Supervise the assessment and collection of non-tax revenue from registrations and licenses.
-
Oversee management of estates under the Office of the Official Receiver.

Monitor, regulate, and ensure compliance of URSB stakeholders and practitioners within the legal framework.

Coordinate with external bodies such as professional associations, judiciary, and law enforcement to ensure legislative compliance.

Conduct and resolve appeal hearings, providing written decisions as required.

Manage performance and development of subordinate staff.
Qualifications and Experience
Option 1: Legal Track
-
Bachelor’s Degree in Law from a recognized institution.
-
Postgraduate Diploma in Legal Practice (from LDC or equivalent).
-
Master’s Degree in Law.
-
Certification from the Institute of Chartered Secretaries and Administrators (ICSA) is an added advantage.
Option 2: Management/Social Sciences Track
-
Bachelor’s Degree in Social Sciences, Social Work & Social Administration, or Business Administration (Management option).
-
Master’s Degree in Management.
Experience
-
A minimum of 9 years of relevant experience, with at least 3 years in a Principal or Supervisory role in registration services or a similar setting in a reputable public or private institution.
