About Uganda Registration Services Bureau (URSB)

The Uganda Registration Services Bureau (URSB) is a statutory body established under the URSB Act, Cap. 210. As a leading agency in commercial, civil, and intellectual property rights registration, URSB plays a vital role in private sector development and national planning.


Job Summary

URSB is seeking a highly qualified and experienced professional to serve as Assistant Commissioner – Registration Services. The successful candidate will provide strategic and technical leadership in managing registration services in line with statutory requirements, organizational policies, and national standards.

Reports to: Commissioner – Registration Services


Key Duties and Responsibilities

  • Develop, review, and implement strategies, standards, and guidelines for registration and licensing services.

  • Provide technical support, mentorship, and capacity building to staff in registration and licensing functions.

  • Design and oversee operational systems, workflow processes, and procedures to improve efficiency.

  • Advise URSB management and government bodies on legislative and policy matters relevant to URSB's mandate.

  • Supervise the assessment and collection of non-tax revenue from registrations and licenses.

  • Oversee management of estates under the Office of the Official Receiver.

  • Monitor, regulate, and ensure compliance of URSB stakeholders and practitioners within the legal framework.

  • Coordinate with external bodies such as professional associations, judiciary, and law enforcement to ensure legislative compliance.

  • Conduct and resolve appeal hearings, providing written decisions as required.

  • Manage performance and development of subordinate staff.


Qualifications and Experience

Option 1: Legal Track

  • Bachelor’s Degree in Law from a recognized institution.

  • Postgraduate Diploma in Legal Practice (from LDC or equivalent).

  • Master’s Degree in Law.

  • Certification from the Institute of Chartered Secretaries and Administrators (ICSA) is an added advantage.

Option 2: Management/Social Sciences Track

  • Bachelor’s Degree in Social Sciences, Social Work & Social Administration, or Business Administration (Management option).

  • Master’s Degree in Management.

Experience

  • A minimum of 9 years of relevant experience, with at least 3 years in a Principal or Supervisory role in registration services or a similar setting in a reputable public or private institution.
