Job Summary

Uganda Revenue Authority (URA) is seeking a highly experienced and dynamic Assistant Commissioner IT Security to lead its cybersecurity strategy, oversee IT risk management, ensure compliance, and maintain business continuity. This senior role is crucial to safeguarding URA’s digital information and upholding regulatory and operational standards.

Key Responsibilities

  • Cybersecurity Strategy & Leadership: Design and lead URA's cybersecurity framework aligned with global standards and emerging threats.
  • IT Risk Management: Conduct IT risk assessments, develop risk mitigation strategies, and report to senior management.
  • Security Incident Management: Lead the cyber incident response team and oversee security solution deployments.
  • Data Security & Compliance: Ensure data security compliance, especially for third-party systems and integrations.
  • Digital Forensics: Oversee forensic investigations and produce legally admissible digital evidence reports.
  • Business Continuity: Develop IT continuity plans and align with standards such as ISO 27001, ISO 22301, and ISO/IEC 27031.
  • Cybersecurity Awareness: Promote cybersecurity training and build a proactive security culture across URA.
  • Team Leadership: Supervise, coach, and develop IT security staff while driving a high-performance culture.

Minimum Qualifications

  • Bachelor’s degree in IT, Computer Science, Information Systems, Engineering, Mathematics, or a related field.
  • Valid ITIL Foundation Certification.
  • Minimum of 3 industry certifications such as: CISSP, CISM, CISA, CEH, CGEIT, GSLC, GCIH, ISO 27001.
  • At least 7 years’ experience in IT, with 5 years in mid or senior management in IT Security or Audit.
  • Demonstrated leadership training and a strong ethical track record.

Desirable Qualifications

  • Postgraduate degree in an IT discipline.
  • Certifications in network security (e.g., Cisco, Checkpoint), forensic investigation (e.g., CHFI, GCFA), vulnerability assessments, and IT continuity (e.g., CBCI, ISO 22301).
  • Proficiency in digital forensic tools, SIEM, IDS/IPS systems, and incident response planning.

Knowledge and Skills

  • Strong understanding of secure software development and penetration testing standards.
  • In-depth knowledge of TCP/IP protocols, vulnerability assessment methods, and encryption technologies.
  • Experience in incident response, security architecture, and compliance audits.
  • Excellent leadership, communication, problem-solving, and coaching skills.
