Position: Advocacy and Public Relations Officer (1 Position) Project: TOGETHER – Uniting Towards Gender Equality for the Enjoyment of Women’s and Girls’ Total Health and Rights Duty Station: Based in Kitgum, with frequent travel to Agago, Lamwo, and Pader Districts Reports to: Project Manager – TOGETHER Project Deadline for Application: 25th July 2025About the Project
The TOGETHER Project is a six-year, multi-country health initiative funded by Global Affairs Canada (GAC) and ADRA Canada, and implemented in Uganda by ADRA Uganda. Running from September 2021 to August 2027, the project is implemented in Agago, Kitgum, Lamwo, and Pader districts. It focuses on increasing the enjoyment of health-related rights for marginalized adolescent girls, women, and children under five through:- Sexual and Reproductive Health and Rights (SRHR)
- Sexual and Gender-Based Violence (SGBV) Response
- Nutrition and Inclusive Health Systems
- Community-driven Advocacy
Job Purpose
The Advocacy and Public Relations Officer will lead advocacy and visibility efforts for the TOGETHER Project. This includes building community-led advocacy platforms, engaging duty bearers, supporting grassroots women's organizations, and promoting inclusive SRHR and SGBV services. The officer will also lead communication strategies to amplify the project’s impact.Key Duties and Responsibilities
- Develop and implement the project’s Advocacy Policy, strategy, and action plans.
- Coordinate advocacy engagements with local and national stakeholders to promote inclusive SRHR and SGBV services.
- Conduct sensitization sessions with community, religious, and opinion leaders on SRHR and prevention of SGBV.
- Facilitate training and mentorship for grassroots women’s organizations on advocacy and strategic planning.
- Support CBOs with technical and financial resources to conduct local advocacy campaigns.
- Establish and strengthen advocacy networks among grassroots organizations.
- Publish articles, success stories, and case studies for media and donor visibility.
- Build and manage strategic relationships with media, CSOs, and development partners.
- Assess advocacy capacity of staff and partners, and lead training initiatives.
- Integrate a Rights-Based Approach (RBA) across project interventions.
- Track community-led advocacy progress and assess policy-level impact.
- Represent ADRA Uganda at advocacy forums, campaigns, and stakeholder meetings.
- Prepare monthly, quarterly, and annual reports on advocacy and public relations activities.
- Document and share advocacy successes, challenges, and lessons learned.
Qualifications and Experience
- Bachelor’s degree in Communications, Public Relations, Development Studies, Social Sciences, or related field.
- Postgraduate diploma or Master’s in Public Policy, Human Rights, or Gender Studies is an added advantage.
- Minimum of 3 years’ experience in advocacy, rights-based development, media relations, or social change communication.
- Proven experience in grassroots advocacy, coalition-building, and CSO strengthening.
- Strong capacity-building and training skills for CBOs and community groups.
- Excellent writing, storytelling, and documentation skills.
- Proficient in media engagement, digital communication, and public speaking.
- Fluency in English; knowledge of Acholi or other local languages is an asset.
- Willingness to travel regularly to rural project sites and work in diverse cultural environments.
- High level of integrity, humility, and alignment with ADRA Uganda’s Christian values and gender inclusion commitments.
