About the PMI Evolve Project

The President’s Malaria Initiative (PMI) Evolve Project, led by Abt Global and awarded in December 2022, is a strategic initiative supporting national malaria programs. It focuses on the planning, implementation, and monitoring of vector control interventions such as indoor residual spraying (IRS), insecticide-treated nets (ITNs), and entomological surveillance to guide malaria prevention efforts. PMI Evolve operates in close partnership with national governments and local communities, enhancing capacity to deliver impactful, sustainable, and data-driven malaria control interventions.

Job Overview

PMI Evolve Uganda is seeking an organized, proactive, and detail-oriented Administration, Logistics and Finance Officer to join the team based in Tororo. Under the supervision of the Office Manager, the successful candidate will ensure smooth administrative support, logistics coordination, and financial operations at the project office.

The role demands a hands-on individual capable of multitasking, ensuring accountability, and providing support in a fast-paced and mission-driven environment. This position is essential for ensuring operational efficiency, regulatory compliance, and the successful delivery of project activities.

Key Responsibilities

Administration

  • Manage daily office needs including supplies, utilities, maintenance, and equipment inventory.
  • Ensure accurate and updated filing of staff files, contracts, leave records, and attendance sheets.
  • Coordinate travel logistics, meeting schedules, and support services for project staff and visitors.
  • Receive and direct guests or visitors to appropriate offices and teams.
  • Ensure adherence to Abt Global’s administrative policies and local Ugandan regulations.

Logistics and Procurement

  • Facilitate procurement processes, ensuring value for money, transparency, and compliance with donor regulations.
  • Maintain an up-to-date asset register; ensure tagging and proper tracking of all equipment.
  • Support shipment and delivery coordination, including local transport arrangements.
  • Liaise with service providers, vendors, and suppliers to ensure timely deliveries and services.
  • Assist in scheduling and monitoring vehicle movements and maintenance planning.

Finance

  • Maintain accurate and timely bookkeeping, including preparation of vouchers and reconciliation of petty cash.
  • Process payments, accountabilities, and ensure supporting documentation is complete and accurate.
  • Prepare payment authorization forms and assist with mobile money and other transaction reconciliations.
  • Collaborate with the Accountant for monthly, quarterly, and annual financial reporting.
  • Support financial audits by preparing and organizing required documentation and responses.
  • Help develop and monitor budgets and forecasts for office activities and field operations.
  • Promote and monitor internal financial controls and recommend improvements when needed.
  • Train and support staff on compliance with financial policies, especially expense reporting and procurement guidelines.
  • Maintain confidentiality and security of financial documents and data.

Qualifications and Requirements

  • Bachelor’s degree in Business Administration, Finance, Logistics, or related discipline.
  • 2–4 years of proven experience in a similar administrative, logistics, or financial support role.
  • Knowledge of financial policies, accounting procedures, and procurement practices.
  • Experience with accounting software (e.g., QuickBooks, SAP) and Microsoft Office tools.
  • Strong organizational and communication skills with attention to detail and accuracy.
  • Ability to work independently and collaboratively in a multicultural environment.
