Job Description:
RTV is hiring an Insights and Learning Manager to transform complex data into actionable insights, oversee experimental learning projects, and ensure programs adapt effectively based on evidence. The role involves driving learning cycles across program teams using routine data, evaluation findings, and pilot learnings to refine program methodology and scale evidence-based interventions. The manager will supervise the Research and Pilots team and collaborate closely with other Venn department units, the Applied Learning team, and program implementation teams.

Key Responsibilities:

1. Program Insights & Learning Integration

• Synthesize program insights from Baseline Household Surveys, Annual Household Surveys, Standards Evaluations, and Check-ins.

• Translate analytical findings into actionable insights for stakeholders.

• Facilitate reflection and learning sessions across teams to promote evidence-based program adaptation.

2. Experimental Designs & Pilots

• Lead design and oversight of learning experiments, pilots, and restricted projects.

• Define learning agendas, develop experiment frameworks, and ensure proper data capture.

• Document key learnings to guide strategic decisions and scale successful interventions.

3. Cross-Team Collaboration

• Serve as the bridge between Venn and Applied Learning teams.

• Contribute to tool development, dashboard refinement, and program measurement improvements.

4. Team Leadership

• Manage, mentor, and support the growth of Research and Data Analysts.

• Provide coaching, performance management, and professional development opportunities.

• Promote a collaborative, high-performance, and outcome-focused team culture.

5. Evidence for Reporting & Partnerships

• Generate insights for funder reporting and prepare compelling evidence-based reports.

• Document results from experiments, pilots, and restricted projects.

• Support engagement with external stakeholders through data-driven presentations.

Professional Requirements:

• Bachelor’s degree in Statistics, Economics, Data Science, M&E, or a related field (Master’s preferred).

• Minimum of 5 years’ experience in program monitoring, evaluation, and learning in the development sector.

• Proven leadership experience managing multi-disciplinary teams and fostering a learning culture.

• Strong communication skills for both technical and non-technical audiences.

• Strategic thinking, adaptability, and attention to detail.

Technical Requirements:

• Expertise in statistical analysis and data visualization (Stata, R, Python, Power BI, Tableau).

• Experience designing and managing MEL systems, outcome tracking, and learning frameworks.

• Knowledge of impact measurement methods, including experimental and quasi-experimental designs.

• Ability to translate quantitative and qualitative data into actionable insights.
