Job Summary

World Vision Uganda is seeking a highly skilled and detail-oriented Supply Chain Specialist to lead and execute procurement operations for goods and services in accordance with laid-down procurement policies, procedures, and processes. This role requires a high degree of integrity, accountability, and strategic thinking.

Key Responsibilities

Planning & Strategic Sourcing

  • Participate in procurement planning and source strategy development.
  • Engage with partners and sub-grantees in planning activities.
  • Execute supplier pre-qualification, RFQs/RFPs, and lead negotiations.
  • Prepare and present Procurement Committee documents.
  • Lead all grants-related procurement activities.

Supplier & Contract Management

  • Manage contract implementation and close-out.
  • Track supplier performance and address contract-related issues.
  • Maintain accurate supplier registers and documentation.

Procurement Execution

  • Process purchase requisitions and purchase orders efficiently.
  • Ensure timely procurement of goods and services at optimal value.
  • Oversee change requests and ensure compliance with policy thresholds.

Data & Systems Management

  • Collect and analyze SCM data to inform decision-making.
  • Track procurement metrics and conduct spend analysis.
  • Support system development and implementation improvements.

Compliance & Control

  • Monitor compliance with SCM policies and guidelines.
  • Maintain procurement records and audit trails.
  • Conduct partner assessments and capacity building on internal controls.

Training & Capacity Building

  • Train internal staff and external partners in procurement practices.
  • Develop and monitor capacity building plans for partners/sub-grantees.

Staff Supervision

  • Manage performance of direct reports and conduct reviews.
  • Lead regular departmental and performance review meetings.

Other Duties

  • Participate in cross-functional committees and SCM-related initiatives.

Qualifications & Experience

Required Education & Certification

  • University degree in Business Administration, Procurement, or related field.
  • Member of the Chartered Institute of Procurement & Supply (CIPS).
  • Postgraduate certification in purchasing and supply is preferred.

Professional Experience

  • Minimum 5 years of procurement or supply chain experience, with staff supervision.
  • ERP system knowledge and proficiency in Microsoft Office.
  • Experience in INGOs is an added advantage.
