Pathfinder International is seeking a results-driven MEAL Advisor to oversee and strengthen our Monitoring, Evaluation, Accountability, and Learning (MEAL) systems across Uganda. This role plays a key part in driving evidence-based decision-making, optimizing program quality, and ensuring accountability across our health and development programs, especially in reproductive, maternal, newborn, and child health. As a MEAL Advisor, you will work closely with Pathfinder's partners, regional teams, and technical leads to develop robust frameworks, track performance, promote learning, and ensure effective data management aligned with SMART indicators and program goals.Key Responsibilities
Strategic MEAL Planning & Implementation
- Design and update MEAL frameworks, M&E plans, data collection tools, SOPs, and work plans in alignment with Pathfinder and donor standards.
- Ensure integration with national systems (e.g., DHIS2).
- Champion a culture of learning and evidence-driven programming.
- Coordinate with partners and stakeholders to ensure alignment and compliance with MEAL requirements.
- Support the Strategic Information Management Officer (SIMO) with system development and maintenance.
- Contribute to proposal development and new project design.
Performance Monitoring
- Establish systems to track progress toward program objectives using standardized tools.
- Develop performance dashboards and protocols for regular data quality assurance (DQA).
- Work closely with technical specialists to define sectoral benchmarks and quality indicators.
- Regularly update the Indicator Performance Tracking Table (IPTT).
- Lead development of comprehensive MEAL plans for new and ongoing programs.
Research, Evaluation & Learning
- Collaborate on baseline surveys, research design, and evaluation activities.
- Identify learning agendas and research priorities with technical teams.
- Document lessons learned and promote continuous improvement across programs.
- Disseminate findings internally and externally to influence decision-making and strategy.
Reporting & Communication
- Analyze data and provide actionable insights to program teams, senior management, and stakeholders.
- Support the preparation of high-quality donor reports, presentations, and publications.
- Work with MoH and district officials to ensure integration of HMIS and DHIS2 data.
- Contribute to external presentations and conferences to showcase program outcomes.
Capacity Building & Support
- Design and implement MEAL capacity strengthening plans for staff, partners, and local government.
- Provide ongoing technical support, coaching, and supervision to field-based MEAL teams.
Accountability & Stakeholder Engagement
- Establish mechanisms for managing feedback and complaints.
- Ensure protection of participant information and adherence to MEAL standards across all levels.
- Maintain strong collaboration with government institutions, districts, and partners.
Qualifications & Experience
- Master’s degree in Statistics, Quantitative Economics, Demography, Epidemiology, Public Health, or related field.
- Minimum 8–10 years of progressive MEAL experience, with at least 4 years in a managerial or advisory role.
- Proficient in statistical analysis software such as SPSS, STATA, SAS and tools like Power BI, DHIS2, NVivo, or Atlas.ti.
- Extensive knowledge in M&E systems, data analysis, research methodologies, and quality assurance mechanisms.
- Proven ability to build MEAL systems and align them with programmatic and donor goals.
- Excellent leadership, stakeholder engagement, and communication skills.
- Experience managing MEAL components of donor-funded projects, preferably in the health sector.
